Since 1993-1994 the DSA has secured sales receipts in excess of £700M - a substantial income for the MoD and the rest of Government and a good return on the investment in the Authority.
In April 2005 the DSA became part of the Defence Logistics Organisation (DLO) whilst still playing a central role in the Defence Export Services Organisation's marketing strategy.
In April 2007 the DLO merged with the Defence Procurement Agency to form the Defence Equipment & Support (DE&S) and the DSA became an integral part of the newly formed DE&S.
The DSA continues to seek overseas markets (particularly in developing countries) for used British defence equipment.
By definition, the surplus equipment and stores sold by the DSA have been written off and therefore in theory are worth only their scrap value. In practice, they are a source of affordable and proven defence equipment for other countries, and provide UK industry with an additional source of income.
In addition, by passing on ships from the Royal Navy, aircraft/systems/radar from the Royal Air Force and vehicles from the British Army, overseas customers have been given British orientation.
In future years, as their economies and requirements grow, Britain will be well placed to secure repeat orders.
These orders are likely to be for new rather than second-hand equipment and therefore of much greater value to the UK economy. |
The DSA also provides a quality service to both the rest of Government (Local and Central) and a growing number of Private Sector and Overseas Customers.
The ability of the DSA’s Contracting Partners to maximise the return on surplus and used assets continues to provide an additional income stream to the original asset owners.
The DSA is the only Government organisation offering a completely managed service for the Re-use, Recycling and ultimately disposal of surplus government assets.
Utilising all of its skills gained through disposing of surplus assets for the MoD, the DSA is able to deliver a genuine Shared Service that is both efficient and cost effective solution for all of Government and the wider Public Sector.
Where the assets have to be scrapped, the DSA’s Partners ensure that a process of re-utilisation and recycling of the parts occurs in order to maximise the amount to be recycled and minimise the volume being sent to landfill.
The DSA’s Partners also ensure that everything that is to be destroyed is done so in compliance with all the appropriate national and international environmental legislation.
The DSA currently stands as the only Government disposal organisation and aims to be 'The World's Best Government Disposal Organisation'.

Strategy:
The DSA intends to continue in its role as the leading organisation in the UK for disposal services on behalf of the public sector.
This will cover all saleable material that is surplus to requirements and will extend, where feasible, to hazardous waste (except nuclear waste).
Whenever possible, the DSA will seek to recycle equipment and material and contribute disposal policies aimed at protecting and enhancing the environment.
The DSA, with its skill base, will lead multidisciplinary (public/private) teams in collaboration arrangements to assist with many aspects of sales including long-term support opportunities for UK industry regarding sales of major military platforms.
In line with the Government’s sustainability agenda, the DSA plays a constructive role within MoD, advising MoD Integrated Project Teams (IPTs) on the disposal phase of the through-life management of equipment - taking account of its ultimate disposal - to maximise the sales return at the end of the equipment's operational life and minimising any negative impact on the environment.
This is an important role at the "end of the beginning" of the Smart Procurement process. |
Roles:
- To seek the optimum method and level of service of disposal for surplus material.
- To secure the best overall return to the taxpayer from the sale of publicly owned major equipment and stockholding.
- To contribute to the realisation of defence export targets and to build close relationships with industry and foreign governments in order that the DSA is able to offer the most effective forms of all types of sale, those being Direct Government to Government, Marketing Agreements, Public Auctions, Competitive Tender Sales, Private Treaties and Recycling/Reclamation Sales.
- To produce a cohesive sales policy in order to increase the transparency of the DSA, so that its actions may be more clearly understood by its customers.
- To ensure that all its business is compliant with current legislation, especially in the increasingly important fields of Health and Safety and environmental law.
- To support Government policy by offering assistance, advice and disposal services to wider public sector customers comprising Other Government Departments, agencies and local authorities, so that they may benefit from the experience of the UK's largest seller of surplus public assets.
- To strive to find new areas of business so that wastage through duplication within the public sector is kept to an absolute minimum.

The principal means by which the DSA gets a return on surplus inventory is through the long established use of partnering agreements with marketing contractors. They are responsible for the collection, storage, accounting, upgrade and sale of the stores and equipment, with an agreed percentage share returned to the DSA. Hazardous and special waste are disposed of through a central contract. The DSA operates within the guiding principles of economy, efficiency, effectiveness, service and quality, and innovation and flexibility.
